I think that Essay 2 is the better essay as it stays on target and goes into a lot of depth within most things that it is talking about.
For a Level 4 you need to:
Show excellent understanding of the task
Excellent knowledge of institutional and audience practices
A clear and detailed argument
Detailed reference to case study
Relevant to question
Evidence from case study/own experience
Relevant and accurate terminology
Quality of written expression
